Can We Let Aatrox's W and/or Passive STACK Off of Turrets?

2 Points, Stacking W, and Stacking Passive

1st point, as of right now, Aatrox's W doesn't stack or apply on hit effects from attacking structures. I could understand it not applying the on hit damage or heal, but can it at least stack when its not active? I mean this similarly to how a Jax may stack his passive by hitting a turret a few times before initiating a dive, an Aatrox could prep his W by hitting a turret before going for a kill. (This should probably be done regardless of the new passive)

2nd point, Aatrox's new passive really hurt his split push by making it inconvenient to activate when attacking a tower and having a very short active time without taking damage from an enemy to refresh it. I'm not asking for his heal or damage to proc but if there could be some interaction to let him stack his passive so that if he's left alone he can stack his passive on it and possibly activate it multiple times to make up for the passive attack speed lost. (Simply extending the out of combat duration of the passive could also work instead)
