New Champions help keep the game alive, old champions make people want to stay
In spite of what everyone thinks, old champions typically are less important than the brand new shiny champion RIOT makes every couple of months. It is pretty easy to see why. It helps draw new people into the game, it helps renew interest of people who have quit, and it helps boosts sales of skins.
At the same time, however, giving attention to old champions also helps to maintain and stabilize the player base.
