Assuming the zed isn't incompetent, double shuriken hits aren't hard, at all, so this will be a noticeable buff for him in the upper elo, and the non invalid zed players. And one of the big complaints was his easy powerful early wave clear and lane poke, it looks more like the problem is simply going to be exaggerated further now.

Riven Main1 votesyour forgetting the triple shadow being buffed damage as well. Even though it's a nerf to a zed who doesn't know what he's doing, to an experienced zed it is a buff I'd think.
