Xerath Passive
Why does the premier long-range snipe / poke mage have a passive that maximizes effectiveness by going into auto-attack range of an enemy champion?

It makes his play more interesting and varied- at least, that's what they've said for why they gave Orianna her auto-attack passive.
Orianna's passive I can get behind because it makes sense at her range and has a "wind-up" theme to it
A better question is why does the premier long-range snipe / poke mage ALSO have a mana battery?
I've liked how his passive works. It makes it more interesting since you have to pick and choose when to get close
The official bullshit is, that it gives the enemies Counterplay. It forces Xerath to come closer. In that time the enemy is supposed to be able to abuse Xerath weakness. If he didnt have that passive, his Manacosts would be lower and he could farm and harrass from save distance wihtout any opportunity for counterplay.
