Is sion even a viable jungler?

I'm having the worst luck with him. Are there any jungle mains that can tell me if this guy is even worth playing as? EVERYONE avoids my Q, my W is too weak, my E's range is too short and no one ever gets hit by a minion, and his ult can be dodged so easily. Champions such as Zed and Leblanc are 100% ungankable because you can't even catch them.

What am I doing wrong?

Sion isn't a viable champion. Neither top nor jungle. Move on.

While I can't say much about jungle Sion, I have seen a lot of Sion's do just fine on top lane, usually winning lane with minimal jungle support.

Spit a minion from the lane at them with e. It does more damage and it's harder to avoid. Use q to slow them. Use a full charged one after you ult from a bush.

Pop your shield before a gank so you can blow it on their backs. If you die and can't kill them whack their tower.

What do I do in teamfights, then? I can't always be ulting from bushes, and I can't hit anyone if they're fighting in the jungle.
