Auto Promote Smurf Finder

Can we get something that searches for players intentionally loosing their promos but winning a vast majority of their other games?

This player is silver 1 has a 60% win ratio over 100 games and only tends to lose on their promo series and looses very bad playing champs they don't normally play trolling so forth so on... So many stats you could easily watch to remove smurfs. Smurfs harm the players who are truely suppose to be in the tier they are in or slightly higher than the tier they are in. If you are a gold 4 skilled player but in silver 1... The skill difference of silver 1 to gold 4 is very small. So you might have that skill it takes to play in gold properly but not the skill to be so much better than the rank you are to fully carry. When you throw in a smurf into this combo this person is going to slowly be winning games slowly be ranking up then bam we get outside interference from diamond...
