How's Shen get the level 1 passive AS stats, but Sej doesn't?

Getting someone frozen via spells and AAs to proc passive is only the whole point of Sej's kit...which involves having decent AS and CDR. AS runes were pretty vital to her kit before preseason. Now they're locked behind a rune tree that doesn't really help Sej do her other job...tanking.

Meanwhile, Shen already HAS a potential AS steroid...and got the extra AS stats? Like, what?

Sejauni doesn't need buffs

It isn't a buff, it's a hotfix. Her main runes before were AS, similar to Shen. The difference is, Shen has an AS buff.
