Yo, can we like, make Iceborn Gauntlet melee only? Only way it's ever healthy.

Literally the only people that can use it that are ranged champions use it in a pretty much abuse-case way (Ezreal kiting forever..Viktor top kiting forever..Even Karma top did it at one point). It was even nerfed because of ranged champs abusing it several patches/season ago (it used to do 125% damage). There's absolutely no reason that it was nerfed/changed cause of melee champs.

Ezreal becomes even safer because he has added armor ontop of his playstyle (which is literally not needing to get close whatsoever to deal a metric ton of damage over-time) and it compounds with his Manamune/Archangel's to give him extra damage. Infact, since his W change, he has an even higher burst with this safety. Ontop of that, since it creates a slowfield and does some aoe damage, it allows him to kite even easier. Oh, and lastly, it comes with a free 20% CDR (but this is ok since it would be replaced by Triforce's 20% CDR). Viktor top is just AIDS for most toplane champions, assuming people still do it. Karma tanky top I haven't seen lately, but I recall it being pretty annoying too back when Frostborn had 125% damage and a static radius (from what I heard in forums and such).

Honestly they should just make it weaker for range champs instead of preventing them from buying it. That's how Frozen Mallet works. They should either reduce the slow from 30% to like 15-20%, or reduce the duration of the ice zone from 2 seconds to 1 second. Or they could reduce the base size of the slow zone and make it scale better with armor.

Best way to fix EZ though is to prevent double tear. Make tear like boots, where you can only have one regardless of upgrade, or make it like Athene's where having one passive turns off the other one.

Just make the slow duration and % lower for ranged.

Also, Ezreal was always fine up until the release of Iceborn, he just built Triforce instead which was way more healthy than the monstrosity that is Iceborn Gauntlet.

Ranged champions should not have an additional tool to help them perma-kite you, that's exactly why they're ranged in the first place, and giving them a perma-slow on top of their ridiculous range is a surefire way to disrupt the whole melee vs ranged dynamic. Think of it this way, due to its existence bruisers such as Darius and Jax have to insta-kill their target(s) to be useful now since otherwise they're just going to be perma-kited through CC, range and overall damage from afar. This in of itself I hate since I'd much rather have it so that bruisers are more useful in sustained fights, but as it stands it is not and likely cannot be that way since melee champions get dumpstered by ranged champions, at least in the top lane.

Essentially by giving champions like Ezreal, Viktor and Nidalee more ways to perma-kite you you've just made it so that melee champions HAVE TO insta-gib you to be useful otherwise they themselves will just die to spellblade spam, especially from Ezreal whose Q CD is easily under 0.5 sec if he hits his Q with 40% CDR (not hard for him to reach).

Oh, and all of this is WITHOUT talking about the +65 armour Iceborn provides, that in of itself is extremely toxic for ranged champions to be picking up, since they've effectively now purchased an item that gives them everything they want, being mana, armour, CDR (20% jesus christ) and damage. Tell me, how is all of this fair? I can understand this item on melee champions since they actually need to catch you before proccing this on you, but ranged champions? They have the safety of proccing this with little to no effort, making them far more useful with this item than melee champions.

So no, Iceborn is not a healthy item on ranged champions as it stands.

I think this brings up another more important point. Ezreal is simultaneously too safe and too strong. He needs to be one or the other. This item shouldn't become restricted just because Ezreal specifically needs balancing.
