Something.

He can't mid lane well, his all-in is pretty bad, his wave-clear is terrible and his poke eventually doesn't do much. He's just a stun bot.

Electrical Surge

Will now also damage all enemies within Slicing Maelstrom, even if they do not have any Marks of the Storm on them.

Slicing Maelstrom

Damage interval improved to 0.25 seconds at every rank instead of 0.5 / 0.4 / 0.33.
Cannot strike the same enemy more than once every 0.5 seconds (previously could strike the same target every time).

He may need a little more, but just from this, I was able to burst down some targets with his ultimate extremely quickly on the PBE.

Do you think this makes him a viable mid lane? Or is he still going to be perma-topped?

It doesn't really push him towards him towards either position. While you could say that the increased power in Slicing Maelstrom makes him much more of a Top Lane due to the In-Your-Face way that Top Lane can be, but even Middle Lane has a lot of In-Your-Face champions going on these days. This change makes Kennen much more bursty as well so he could become a much more bursty and become an Assassin of likes for Middle Lane.

This change more solidifies an identity for his Middle Lane play, while buffing his Top Lane as well. I would say that Kennen could put fear in the heart of Ryze with these changes. ALSO, Im not sure if they are going through with this, but I saw a duration buff sometime for Slicing Maelstrom so Kennen could pop back in the Meta since he wouldn't rely on Zhonya's near as much if his ultimate's duration was increased.
