What's going on with Cass sometimes not getting Twin Fangs resets?

This is pretty game breaking. Having played a lot of Cass lately, I'm seeing it probably 2-3 times each game. Sometimes, it's really bad, like spamming it while an enemy champion is standing directly in the middle of Miasma, and then suddenly having it go on cooldown.

Is this going to be fixed soon?
