Depends on what character you're playing. Some characters just don't handle him well when he gets 1-2 items, no matter how far ahead they are.

You build item 3047 and item 3076 and continue to dumpster him.

Its like Akali and Leblanc with item 3146

Or Zed with item 3147

You could be stomping them but as soon as they get that first item they can 100-0 you

You have to be able to stop his stacks. Toplaners like Urgot and Ryze who have a ranged stun/slow and can use it to stop him from getting to his stack procs do pretty okay. Chogath has a silence you can also use and can actually get tanky enough to survive his damage. Vayne also does pretty well with the knockback from Condemn and her true damage. Use the stun or slow or silence or knockback when he's moving forward towards his Q target.

In general if you fail to stop his stacks and/or get kills or force him out to shut him down, he'll be stronger than any other toplaner by 20 minutes in. That's just how he is. It's balanced by him having a very hard time actually getting there unless he plays those 20 minutes extremely well, at least if you're doing all you can to stop his stacks.

It doesn't count if you don't stop him from stacking. A few weeks ago, an Illaoi made a huge mistake of pushing my lane and poking me to let me safely getting all the stacks I wanted under my tower.

Then again, I also got stacks from the tentacles, so she made more than one mistake that game.
