Why is bork never built on Fiora?

From the research I did Fioras usually build hydra + cleaver or hydra + triforce, into other ad or defensive items. How come bork is never built? Her Q applies on hit effects, the active is super sweet on no cc champ like fiora to run someone down with vitals, and super shred the tank.

Also why everyone stacks lifesteal on her, but does not build any penetration? Lifesteal only applies to post mitigation physical damage, it does not work with true damage, so vs a tank that has good amount of armor + bramble you are not gonna heal for shit without penetration. Would be nice if someone could explain.

Fiora does truedamage with vitals which means a tank isnt going to last that long against her, plus they wont be outdamaging her so there's not as much need for lifesteal to have a longer sustained fight

Against all other non tank targets she'll be doing higher damage and taking more damage back so the lifesteal against little armor gives the sustain to win out

Lifesteal build lets you kill anything and everything

tl;dr - lifesteal wins vs non tanks, lifesteal not needed to kill tanks

Because she already has % max HP true damage on her passive. She doesn't need penetration because a large portion of her damage cannot be mitigated.

it can be a good item, against a heavy tank comp/armor comp I'd build it, it gives fiora everything she needs:

attack speed to hit her vitals faster
lifesteal for her to sustain off of
ad for her vitals to scale with
an active that speeds her up and slows the enemy. I do wonder why they don't people don't build it on her more, I remember in my early fiora days I would rush bork, I might start doing that again.
