Is it still necessary to fully IP-gate Runes?

I feel like the Rune system should just unlock at level 30. Give everyone a couple pages and let them have fun with the customization. But still hold extra pages at an IP cost (Because Riot will likely never give up on that...)

With Riot's success I feel like this at least is a possibility. I like the idea of the Rune system, but I hate thinking about it as a player. The runes themselves cost so much F'ing IP, if I want a specialized page for a particular champion it can cost almost as much as a champion itself... That on top of the pages.
