The only thing this patched did was make all the junglers equally terrible

Before there were only a few junglers that could compete with landers in experience (graves, xin). Now everybody sucks equally and takes forever to level up. At least the experience for camps later in the game was raised so that the adcs can take those camps after laning phase and get to 18 faster. I feel like this entire role was ruined just because top lane didn't like ganks at level 2.
