Now that being tanky is no longer effective.
I'd say buff all tank item's hp stats.
Bring warmogs back up to 1k hp like season 3. Buff health hp on all the tank items by 100 more so that tank top is a viable option again.

To be honest, I have more success building health and regen than I do building resistances these days. I'd say it's a fair start.
so all that would do would make no tanks ( fighters/juggernauts aka bruisers ) tankier while still having damage

This is how a game is power creeped. It'd probably be good for the game if damage went down some, personally I think it comes from all the procs.
Honestly if the tank items were designed like Gargoyle Stoneplate and were designed EXCLUSIVELY for tanks, it could work. The problem is that juggernaut/tank itemisation overlaps in a hell of a lot of places.
tbh it feels like the main problem tanks have is runes there's quite a bit of dmg in every rune tree, but outside of the resolve tree there is little to no defensive options
