As Someone who plays toplane a lot i do not understand riot's aproach to teemo, whether its intentional or not teemo is a counter to a lot if not all champions in the toplane who rely on autoattacks for damage. Why is it that a champion that counters such champions so hard is allowed to have such a high winrate in the toplane.

Are you saying that a Champion who counters a fair amount of other Champions really hard should have a low winrate?

if a champion BOTH counters a pool of champions realy hard and is a generaly good champion there is a problem.

Teemo isn't generally a good Champion. He lacks CC, he's squishy, not overall great in teamfights, and only really excels at area denial and dueling.

Sure, he counters a bunch of Champions (melee, auto-attack reliant ones like Tryndamere, Kled, etc.), but he's not a "generally good Champion" when you look at the greater scale of things.

Not to mention, I still have to poke at the quote; is it seriously odd for a Champion who counters a fair pool of other Champions to have a high winrate? Should I be losing more because I'm playing my opponent's counterpick? I can't really grasp it.

Teemo will always be a teemo.

Teemo wins lane A LOT but he has a normal win rate.

When you replace a typical top lamer with a teemo pick, you really lose out team-comp wise
