gold silver and bronze are more or less all the same so why not just combine them since riot takes all its data from what diamond and higher not plat and lower.

If they are "all the same" why dont all silvers and bronzes get to gold so they will be all in one single division?
No, they aren't the same, and Riot does take data from lower ELO's and has in the past made multiple balance changes accordingly.
