Increase earlygame death timers
It is a more controversial topic, but lately it feels like people care less about dying and games can't be played properly because people are not punished directly for dying. If someone dies that effects the whole team not only them, that's why people don't care as much. Also killing someone at lvl1-2 while your lane is pushing is a lose, as the death timer is so low that moving to safety and recalling will get you to behind around 2 lvls.
So I would increase death timers, which would turn the meta a lot as it changes a lot of things(for example ganks become better) but I get the feeling that dying has no weight in the game nowadays.
