Because AD recently got Death's Dance, while they did nothing to try to make AP sustain a more interesting and compelling option even though they clearly have the ability.

Then you never played with me. I'd build WotA on anyone I could get away with it, especially Teemo. However, I'm not specifically complaining, as Hextech Gunblade fills the niche it left behind pretty well.
