Lissandra has a few odd quirks going for her. Her Q is on an extremely low CD considering it also slows, W's instant AOE root is 0 counterplay for many melee champs, E is one of the only non-ultimate mobility spells for a mage (and it's a blink with huge range, to boot) and a ranged, targeted stun for an ultimate completely invalidates many assassins.
These are some pretty unique pros for some generic and severe cons. I hope that when Riot gets around to updating her, they give her better tools to be a midlaner against ranged mages, rather than a champion you pick to either endlessly frustrate juggernauts top or neutralize assassins mid.
My two cents Lissandra could stand to lose the ability to R enemies in exchange for better range and/or base damage on Q, a reworked W, 10 more base MS, and more base defensive stats. SHE ALSO NEEDS A MORE INTERESTING PASSIVE. I ACTUALLY FORGOT HER CURRENT ONE EXISTS
A lot of her power budget lies in the targeted CC ult when it's used on enemies. This is a rather boring ability when used this way since it's point and click. Self-R, however, is much more nuanced - the player needs to weigh the pros of being invulnerable and dealing the AOE damage of it versus not being able to move or cast abilities for 2.5 seconds. Removing the ability to R enemies would make Lissandra a more interesting champion, and open up room to buff her more frustrating limitations.
Lissandra W has no counterplay for melees, but is largely useless against ranged opponents. IDK what it should be replaced with, but this ability should go.
If Lissandra is going to stay a short range mage, she should have the defensive stats and damage to make it worthwhile. Currently, a tanky AP build on her means you do so little damage that you'll never be able to actually fight anyone. Going glass cannon means you can oneshot squishies, but you are so squishy yourself, it makes you wonder why not pick Lux and enjoy similar damage output with four times the range. One of those needs to change (either more damage with tanky AP builds, or a boost to base defensive stats and movespeed).
