@Riot, Gromp Poison applying Spell Effects Intended/Unintended?

I noticed the other day when I was playing Sejuani Jungle that Gromp Poison was applying and reapplying Liandry's Torment. (I was trying the Old School Zac/Elise Flat Mpen build with Abyssal + Liandry's + Sorc's which is actually pretty decent with cinderhulk, thornmail and frozen heart) I thought for sure it was my Flail that was applying it, but then I Auto-Attacked Wolves and let them attack me without using any of my abilities and, surely enough, they started burning from Liandry's.

Is this intentional or not?

Im pretty sure cinderhulk is coded as a spell.

It's not. It benefits from Magic Penetration, but it does not apply spell damage.
