They both play a role.

For example in higher elos an assassin could probably bring some of his teammates back into the game, while in lower elos a Fiora could probably solo carry if played perfectly.

In either elo I don't think perfect CS is the factor. Enough CS to get items is.

no it doesn't.. 1 or 2 feeders it depends on your champ.. 4 feeders i don't think it does.. your screwed.. i mean hell if there are FOUR of them they can pass a surrender vote even if u vote no...

Definitely not, even if your teammates bad at intentionally feeding (no -Time Spent Dead Runes, for example), the enemy will still have vastly more gold than you and they'll have five members to your one.

You have four intentional feeders? I can't imagine that.

If you have people who are doing poorly then you have a chance because that means they're trying, which means that they're capable of helping. If your allies are intentionally feeding you have almost no chance. However, in either case, stuff can still happen like enemies starting to intentionally feed you because they get tilted (why, idk) or if they disconnect because of internet problems or real life problems, so it's not a completely lost cause.

Maybe not 4 hard feeders but even 1 or 2 combined with a troll/AFK/unskilled makes it hard to win.

Yeah, real life issues can pop up so I don't ask for reports everytime someones leaves the game.

Sometimes. But not every game is winnable. Sometimes you get feeders and every lane loses despite ganking each 1 to 3 times and they do damage to champions or objectives.
