Why does Ekko STEAL movement speed?
It's enough that he gets a speed up and 300 slows, why does he also get to say 'HAH YOU RUN SLOWER AT ALL TIMES', every 3 procs too?

The original intention was probably to give him some CC even after blowing most of his damage, but it's pretty clear now that he has too much sticking power overall, especially when going for tank builds, and as such Riot have discussed potentially removing it as a means of reducing the strength of his tanky builds.
