the shotgun knees are so satisfying, and his damage is insane late game -- i think he might actually qualify as a late carry
my only concern is how much CC he has for a ranged juggernaut (aoe slow on Q, 1.25s stun on E, R slows for up to 3 seconds and he has IMMENSE synergy with frozen mallet on W) but this rework is a piece of art.

scalings are very good, he goes hard in late game even with regular jugg items. you can get very high AD with just something like 
+ Fervor, and you can swap DD out for sterak's if you would rather have more shields, but it's really not necessary
those 3 items plus like, randy/dmp and visage makes you very hard to take down. and shield scales up to about 700-800 w/ that build on a fairly low downtime
