To be fair, Singed barely interacts with the enemy laner because he's usually preventing said engages from happening while he smoke-farms or proxies. He'd only interact when going for a kill or gank or punishing a mistake and flipping them into tower or such. E has a long cooldown and has a decently high mana cost.

Ummm yeah maybe your damage is reduced if/when they get those items, but you have other goodies in your kit like AOE knockback / slows, AOE damage reduction, Twisted Advance doing % HP damage and rooting.

Look beyond the numbers to see what a champion does. I think that's what Supports do and they're not getting nearly as tanky (if you choose to tank. Can also apply to dps) as someone like Maokai with lane farm / kills.
