i got him from a champion mystery gift awhile ago and with all of his nerfs i've seen, is he worth playing anymore?

From what I've heard, the reason he's fallen slightly out of favor (with everyone except SK Gaming's Forgiven) is that his spikes are a bit awkward now, and he takes a while to ramp up. And when he gets there, he's not as dominant as other hyper-carries like Jinx.
Not sure if this is a good way of explaining it, but that's my best guess at his state.
