How does Skirmisher's Sabre DOT work?

I've had a couple jungler's tell me that the damage over time part of this item doesn't refresh over the course of the 6 seconds that the target is "marked" when you continue to hit them. They say it only applies the 3 second DOT once when you first hit them and hitting them again doesn't extend the duration.

That seems to be different than the way the description is worded and even the LoL wikia describes it as refreshing so I'm wondering if anyone has tested first hand and knows which is right? Also, anyone know how frequently the damage procs?

It should be refreshing over the duration. If junglers are describing a situation like that to you then there's a chance it's either bugged, or that the item description itself is inaccurate and the DoT is there to help you get in some extra damage by applying up to two of the true damage burns per Challenge.

Well, the way they described it you can't even apply a second one after the first finishes. They say there is only one application per use. Guess I'll have to test it sometime.
