Riot: Add a ~0.2 second snare to Ryze Q (and maybe E)

Something really short that just creates a visual impression of the target getting shocked. It wouldn't really affect the strength of his passive combo much because it wouldn't stack with the W snare that most Ryze start their rotation with. All it would really help with is the rest of the time that his passive is down (where he's a little to weak) as it would allow Q to create a very brief pause on the target to allow Ryze to actually follow up with a W or E without the target running out of range before the cast time is done. I think that most people that play new Ryze understand the frustration of starting to cast a W or E but not being able to finish because you have to stand still while casting and the target then moves out of range just before the cast time finishes. This way you can use Q to set up W and E.

And this change would be very much in line with Ryze theme of being an electricity based (visually I mean) mage. His spells would appear to jolt the target while not really affecting their mobility much. Would also add a little bit of "fun factor" to the kit which it seems to currently be missing.

Hope RIOT considers this small QoL buff as they are figuring out what to do to help Ryze rise a bit from his lowest win-rate position. Let me know what you think!
