Can we give Anivia and Zac the Aatrox treatment?

By that I mean put a CD on their passives that reduces by levels.

Anivia could use some small buffs to stay on-par with the meta mid-laners, because she is outclassed by them.

Zac does almost same thing that Aatrox does. He goes in with his E, tanks stuff and if his passive is up he will either force focus on him or he will revive to tank more stuff.

However, in the late game, they probably need their revive abilities more than at any point of the game because of how easily Anivia can get focused and caught because of her immobility (325 speed) or how often Zac will dive into their team.
