Runic Armor looks op, can someone prove to me it isn't?

Correct me if I'm wrong but having 8% stronger shields and health restoration on your champion (including life steal, spell vamp and health regeneration) seems op to me.

An ADC mid-lategame who isn't going crazy with lifesteal items should heal around 100ish HP per Auto attack. This bumps it up to 108 health restored. Veteran's scars gives 50 flat health, so it takes roughly 6 auto attacks to match it.

That being said Veteran's scars has a couple things of note.

  1. It is more early game focused. An ADC who is only healing for around 5 HP an auto attack isn't going to get much from 8% more. A 100 hp shield/heal only comes in every 10 seconds or so and costs a ton of mana to keep up, so assuming it is even being used 100% efficiently it will still take quite a while for Runic Armour to win during the laning phase.

50 extra health is quite a lot at level 1, especially for champs that scale with HP but don't have inbuilt healing.

  1. If your team is low healing/shielding it is very ineffective.

  2. You still need to dip into the 3rd tier of resolve to get it.

Overall I personally like it a lot, but I tend to play heal based champions and even run a bit of lifesteal in my runes so I get quite a bit out of it. It also scales a better than Scars. That being said if you are playing an early game focused champ dipping into resolve then Scars can very well be better to let you survive those early all ins.

If you get 200 health from something, thats only 16 more health. So its pretty balanced. Its just some math ~~~
