@Meddler, What if Garen had a 2nd Cast on Q that was a Dashing Lunge with no Silence?

Garen is one of the older champions that has trouble reaching Champions outside of the laning phase and also in the laning too in certain matchups. This causes Garen to be heavily reliant on needing Flash in order to perform his basic play pattern which gives a heavy negative to him. I have an idea that could possibly be beneficial to Garen while still being manageable for opponents:

> Decisive Strike - Second Cast: Within the next 1.5 seconds of Decisive Strike, Garen can perform a dashing lunge that does the same damage but without applying a silence. Range: 325 or 375 >

The idea is to allow more experienced Garen players to be able to capitalize on a stronger movement for Garen at all stages of the game and remedy some mobility issues in catching up to enemies (but not necessarily needing to silence). Counterplay would still exist in the form of being able to retaliate through skills (flashing/dashing/etc) due to there being no silence on the 2nd cast.

Would there merit in have a 2nd cast Dashing Lunge on Garen provided there is no silence on it and is performed within 1.5s?
