so you decided to to give armor penetration in build? first item for him is and with it on lvl 9 he will have 65% armor penetration
if you want to keep this as change nerf to work same as lethality that the armor shred increase per lvl of enemy champion and maybe the armor pene of his E alsaw scale per lvl not with rank. your recent buff for nasus was meant to give him chance to fight but if you release this garen will destroy nasus (and not only him) in like 60% cases. if you release this on live patch tell me garens weaknes bcs i now cant see even 1. by weaknes i mean chance for majority of champions to make trades with not just gnar/jayce

That's not how % armor pene works....

If anything this change allows you to forget black cleaver and let you replace it.

Overall it's about 47.5% or 51.175%(With the % mastery) armor pene,

But still it's a waste to grab black cleaver just for that 12%. Sadly there's no better CDR option though and triforce cost too much albeit it would offer more, Although if you were to get ahead you COULD potentially grab triforce instead if these garen changes go through.

Garen is supposed to be strong early. Now he is weak. This will probably help him.

Armor pen stacks multiplicatively, not additively.

Also, there are a LOT of other AD bruisers that have ArPen or Armor Shred built into their kits Darius Gangplank JarvanIV Jayce Nasus Renekton Trundle MonkeyKing XinZhao Yasuo . I probably forgot a few too. In fact, Garen is probably one of the few AD Bruisers that DOESN'T have some sort of Armor Shred in his kit.
