Yasuo is perfect the way he is the only adc atm who need tuning are vayne and quinn and that's mostly due to firecannon+shiv stacking

his winrate sucks because a lot of people that suck at Yasuo play him

Players who face yasuo let him do what he does. To beat yasuo all you have to do is freeze lane, focus on farming, occasionally poke him with basics and spells especially if he wind walls and continue this process until you reach mid-late game and yasuo is easier to deal with. Bad yasuo will die to this thus giving you even more of a lead.
