Why does Fiora have to deal that much consistent % health true damage?

I propose for her Vitals to be % health physical damage, and if it is too weak, make it scale harder with AD in the mid-late game, so that way Armor actually stunts her damage early in the game.

Her passive vitals deal % current health true damage while her ultimate gets increased to 120/110/100 seconds CD but deals (moderate) X damage + % missing health true damage so her assassinating power is lackluster without her ultimate but she will still chunk any squishy getting near her and still chunk tanks. item 3071 is an efficient item on her already. Its 20% CDR turns her ultimate into a very spammable ability, akin to Yasuo's windwall come mid game. item 3142 also has 10% CDR And if BC isn't taken item 3158 is completely viable.

I'm actually not happy that Fiora's dealing 40%~ of her damage as true damage but Riot gave their reasoning:

  1. They said she was meant to duel everyone and in play-testing was bad against anyone tanky (i.e. armor stacking made her worthless).

  2. They know from years of AD Carries and Critical Strike being a thing that if you make damage physical and then ramp up the numbers to be able to kill armor stacking tanks then squishy champs get literally one-shot.

  3. They want Fiora to be a skillful duelist, preferably with a hit-and-run lane pattern, and NOT an assassin that can just one-shot squishies with a ton of physical damage (i.e. if they were to go with your first suggestion they already know that we will play her as just an assassin and that isn't how they want her to play).

  4. Flat true damage gets through armor but is much, much better against squishies since tanks will just get health and not care.

  5. Funny thing about % Max HP True Damage. It's fair. The numbers don't matter. 12% means 12% whether your health is 500 or 5000. Would you rather Fiora deal 1000+ physical damage just to actually hurt the armor stackers she's intended to fight? Of would you rather she deals only 200+ damage to everyone equally even if it means tanks have to eat some damage they can't itemize against?

  6. Making the % Max HP True Damage scaling with AD did a very important thing: it makes building AD glass cannon the optimal path, giving her the weakness of being squishy, rather than encouraging her to build tank (which Riot said they saw in play-testing).

It's like in Final Fantasy II (the actual one, not the one that was really FF IV) where they had monster attacks that hit for 1/16 of your max HP. People said it punished them for trying to get more HP since it did more damage the higher their HP got. But here's the thing: it ALWAYS killed in 16 hits. Getting more HP and getting better armor was still awesome at surviving everything else that was being thrown at you - it was just those specific monsters that could actually hurt you and they would kill you in 16 hits no matter if you had 999 HP or 9999 HP.

Personally, I would rather Fiora did not do so much of her damage as true damage. As a melee carry she needs to do tons of damage to EVER be worth picking, but I'd be down for more being physical. But she WILL need some more physical damage somewhere if she loses true damage. Higher base AD, higher base damage or scaling on her Q or E - your pick.

It's funny, actually, because a lot of people would think Vayne or Fiora would do the most true damage out of any character, but according to champion.gg, the character who has the highest percentage of their damage being true damage is Olaf. Fiora comes close, though.

it's just too much true damage most champs just build last whisper to counter all 6 of a tank's armor items but she just gets a bunch of AD and three shots mundo

Second suggestion actually makes some sense. Or you could just nerf the Q cooldown so that she's easier to click.

The reason that she has to deal consistent %health true damage is because she is supposed to be the perfect duelist. The perfect duelist doesn't have windows of power because to be a perfect duelist you need to be 100% consistent. I mean she's obviously not 100% consistent and does have windows of power but the %health true damage is core on her and important for her kit and thematic. Now whether or not she does too much damage is another matter. I personally think you underestimate the effectiveness of armor. Most people do. Honestly most of the time Fiora and Vayne struggle to hit much more than 20% to 25% of their total damage in true damage. So no you can not reduce that 20% to 25% but you can reduce that 70% to 80% physical damage coming your way. Besides the AS reductions on both FH and RO are good against them too.

Strangely enough, the highest % of true damage for an actual carry champion is Ahri at 25%. By comparison, the 5 champions most known for true damage Darius Fiora MasterYi Vayne Velkoz rank at 15%, 21% , 20%, 19.5%, and 13% respectively.

I just personally hate the term "duel everyone." theb again I hate a lot of terms thrown around. Anyway it usually puts duelists in a win or lose match up. Fiora faces champions she counters she wins. She faces champions who counters her (Pantheon, etc.) she loses. Middle ground? Not that I can see so far. This was problematic with other champions that got nerfed and brings them to usually a sorry state.

She deals too much true only with her ult which can be QSSed... Fiora deals mostly physical and that second E with IE hurts - Q + double E = dead enemy.
