Teemo Rework (Easy!)

Teemo, as a champion, has never been good for one reason alone: His Q. It's frustrating to play against, alongside the rest of his playstyle, and simply needs reworked. The solution is incredibly simple: Make it a 'Disorient' effect that applies the vision limitation of a blind and the semi-random movement of a Terrify. Scale the duration inversely with range- closer range, longer CC. Have the duration significantly reduced if the target is not affected by Teemo's E, if it proves too strong in playtesting. Lastly, rework the ability to a skillshot with the same range as his Live Q. This provides Teemo with a fighting chance in ALL lanes, instead of just a handful of very niche matchups.
