So i played Neeko some - a couple things that are readily apparent.

Neeko is really over tuned.
Shes intended to be an APC.
She needs a couple changes.

Her Q is fine as it is, due to it having a requirement to deal most of its damage. Her E is fine as it is. Her W needs some... changes. Id love to see her three hit passive moved to her actual passive due to how important it is to her kit, and her mimic moved to her W. Her passive scaling could also stand to be reduced some, 0.3 or so. Her R needs its ratio reduced to 0.8 on the damage, i think. Its base damage and the shield makes a 1.3 ratio way to strong, even if the ability is meant to be an APC ult.

hehe, RITO will sell some skins, it will see some play in e-sports, then nerfed. I also expect Akali nerfs/changes after people stop buying the prestige skin.

Akali is actually fairly balanced compared to her previous iteration, and when people are intelligent enough to not fight her in her zone.

They have done nothing but nerf Akali since she came out.

skins arguement doesnt hold water when:

Akali nerfed since her release

Kaisa nerfed literally the patch before her KDA skin was released

Evelynn nerfed 2 patches before hers was released

Ahri nerfed 1 or 2 patches after the glacial augment buffs

Amumu got his infernal skin, not a single buff

Lulu got cosmic enchantress skin, not a single buff, is actually still in the gutter

Nami most recently nerfed 2 patches ago, but we just got program skin

Leblanc imo needs further nerfs, but did get nerfed. program leblanc skin.

In all seriousness, from the little that I have seen, it does look like its gonna be REALLY powerful, and probably in need of number tweaking.

Her R is ridiculously Overloaded, not only does it have no visual effect when she's disguised, not only does it slow like nunu ult while charging, but she can reposition while casting AND it has a decent stun AND high damage after the relatively short charge up (compared to nunu ult full channel) .

I am gonna permaban the hell out of this champion unless she gets some solid nerfs.
