Why exactly? I think he is relatively balanced and is one of the champs I look at in which to balance other champions.

Is there a reason why people think this?

He's annoying to play against. Not 200% toxic like LeBlanc, Darius, Fizz etc., but laning against him is frustrating nonetheless.

Pokes you to no end in mini form and has speedboost, hop, and slow to disengage. He is supposed to be rather weak in mini form with low AA range and some of the lowest base stats in the game, but against most melees, especially immobile ones, he really has little to worry about. Since he often builds tank items many of his mini form weaknesses dissapear, and if he gets ahead and you can't fight him, you can't really escape from him because he gets a big speedboost every time he hits you 3 times and can permaslow you as long as he keeps catching boomerangs, not to mention that mallet actually works well on him. Has %max HP magic damage for absolutely no reason, it should at least be physical damage if its going to scale against max HP. In mega form he can jump on you and outright kill you even without items because he has strong cc and crazy base damage, and even though this is the only time he is forced to get close to you most melee champions can't deal with him in mega form.

He outclasses many toplaners in high elo and LCS because he is too safe of a pick. He is resourceless ranged top who can bully tanks out of CS and also uses his range to safely farm through any matchups not in his favor. This meta is especially favorable for him because right now LCS top lane is all about who can shove the enemy to their turret and then teleport botlane to win the first teamfight of the game, Gnar has all the tools to safely shove his opponent under their turret and his teleport ganks are devastating. He is incredibly difficult to gank, in mini form he can slow you and then instantly hop a screen away. In mega form he can often win 2v1 and even if he can't he can slow you, stun you, shove you away, and hop back to his turret. Most importantly, unlike most cheese ranged tops such as Quinn/Teemo/Vayne, if he somehow loses early he can build full tank and remain a huge asset to the team because he's a CC train in mega form.

Overall is kit is ridiculously overloaded and gives him all the tools he needs to outplay you, which wouldn't be so much of a problem if not for the fact that his nonstop harass forces you to constantly all-in him and waste mana instead of farming only to get kited, ganked, or jumped on and killed.

I rarely see a Gnar QQ. But when I do its generally about how he's so hard to play against with his kiting potential, chasing potential, 1v1, skirmish and teamfight potential, and just generally being overloaded but not OP.

Gnar is fairly balanced, he's just insane to lane against and often times leaves you very upset since if your team doesn't play around his rage bar he can win team fights with a good ultimate.
