Riot at Season 4, right before World: 'Yea, Orianna's too dominant right now, let's remove 6 base AD.' This is on a mage, who doesn't even auto much except to CS early in lane.
Riot now: 'Almost half of the entire playerbase is playing her right now, and even though Vayne is a ridiculous carry, we're justifying her extreme carry potential with no AoE. Since the players want a nerf so bad though...' -3 Base AD on someone who has true damage procs every three autos, and increase her scaling so she's even stronger late.

yeah why can't we just completely gut her? i mean that's what everyone wants right? it's not like an ADC update is coming in the pre-season that will most likely change her in some way shape or form
The entire point of lowering her early AD is to give her a weaker early game where she is supposed to be weak
Because we'll nerf Kayle by 5 AD and say it's small, but we'll nerf Vayne by 3 AD and still give her compensation and call it balancing.

It doesn't really sound like much until you realize it's a solid 100 gold's worth less in stats at lvl 1.
I like reading these comments and how it shows a fundamental misunderstanding about why changes to Base stats can be so powerful. I know I'm going to be lynched for even mentioning Dota, but "minor" changes to Base stats can mean the difference between broken, viable, and unusable. Even just an increase/decrease in 1 point of armor can move someone up or down many ranks in a tier list (to be fair, though, their Armor calculations are much different than ours where even 5 armor is considered a good amount). Base AD changes can have the same effect, sometimes completely neutering a hero's ability to trade and harass someone out of lane.
Base AD changes are going to affect the laning phase the most, which I imagine is the intended effect. It will make last-hitting more difficult, which means Vayne will have to pay better attention to the minion line. It removes 9 damage from her True-Silver Bolts "combo" before the target's armor is even calculated for reduction purposes, assuming she only applies stacks with her basic attack. Tumble loses damage by proxy since it scales with her AD, which reduces her harassment potential. An incidental effect is her Ult steroid is less effective at pushing her over the top, since it's main advantage is granting additional AD during the stage of the game where most Vayne players are building attack speed or Blade of the Ruined King.
Again, the point of the change is to make her lane phase more difficult and less safe. We'll see if it works in practice.
