the votekick would have to be a unanimous decision from everyone but the person who's being voted on. whenever a votekick is initiated, a behavioral log is sent to player behavior specialist. if they detect repeated toxic behavior from people in the chatlogs, they are punished accordingly.
everyone else remaining after the votekick is placed back into queue with no penalty. the votekicked person has to wait 5 minutes before re-queuing.

Also, I think Riot is planning on releasing Team Builder Ranked, which could alleviate some of the champ-select stress.

In rito land it is perfectly fine to pick Annie as last pick, even though Mid has been called, run down mid lane feeding saying, "lulz itz jus a gayme nuub has fuun"...in a ranked game. But, it's not ok to ask this person to stop trolling, because "it ruins their fun". I've actually seen this exact situation take place. The person also had a match history full of doing the same thing, yet no punishment. I'm just waiting for the day that Lyte gets his head outta his ass and realizes that this is what causes the "toxicity" of the community. Because until it's addressed, League will continue to get more toxic, just as it has done since he started "fixing" it.

If their team doesn't want a second mid player, then it is reportable for "refusing to communicate".

Ralantha1 votesI'd rather people be able to leave the lobby without repercussions than realize too late they are on a team full of self-centered rejects and quit after the game has started and/or just feed to be obnoxious. After watching a lot of bronze and silver ranked games, the one thing that stands out the most is that they cannot learn how to move up when you have one or two people unwilling to be a team player.
