Viktor's Q is a legitimate game design and balance sin
Reasons:
His Q is an ability that is literally point and click. It is the easiest thing on the planet Earth to do.
Compare this to his E, an ability that has a really long range but has to be aimed from a much shorter range, making it completely announced - you know when it's coming and from where. This is a skillshot and one of the harder ones in the game to hit consistently (not the hardest, just one of the harder ones).
Right now:
His Q offers him extreme damage for no effort involved. It boosts his speed as well as giving him a massive shield, with the bonus benefit of proc'ing on-hit effects along with spell effects. In short, Viktor's Q does basically every single thing that a champion could want a spell to do barring CC, which he can get in the form of Iceborn Gauntlet. This spell has a asininely low cooldown.
His E offers a little bit higher damage and procs spell effects while having a long range, but an actually lower targeting range. Its cooldown is over twice his Q's. It is also AoE, which is its only other real benefit.
If you can't see what the issue is after reading those two effects, you are either comatose or just in some insane level of denial.
Basically, an actually fallible ability offering far less than an ability with zero counterplay besides "outrange it or outdamage it" is a far more optimal choice than choosing the ability that should usually be maxed out first - an ability that would be the mage's primary source of damage. A utility spell offers basically every single thing better than a spell meant for the role. That's not good.
It's like if Lux maxed her W first. If this were her most viable build and netted her a high win percentage, something would be horribly wrong.
