The enemy adc could be 1500 health, 0 shields, 0 defense items, etc and i can only burst like 70% of their health.

The adc could literally be a moron, be completely isolated from their entire team, have no defense items whatsoever, use no summoners, and they will still survive a full combo with at least 20% of their health
What am i doing wrong?

I think the real issue is that riot doesn't want assassins to 100-0 champs.

I've actually started going AD on Eve because Duskblade is OP

My build goes 
I don't have protobelt to get in so I position myself as close to a squishy as I can and only engage with W when spotted.
Rotation goes Ult -> E + lichbane + duskblade + thunderlord's -> Q + autos -> Gunblade to finish off as I get out / to get the kill quickly without Q + aa spam.
Alternatively I just gunblade immediately after I ult and pretty much every adc without some form of defensive item is dead on the spot.
If you're behind in levels / items though you likely won't be bursting people. Evelynn is extremely reliant on her build, her target, and her lead on them. Magic pen works especially well on her since a lot of her damage comes from items that give an extra packets as well as normal scalings, giving her a large amount of base damage to get value out of magic pen from. Her ultimate also has a pretty ignorable ap scaling, but since the current hp damage is high on it magic pen actually makes it really strong.
Halodjin Tyr1 votesI'd like to point out AD scaling to your Q is 50 on the starting level as Ad, and only 30 as ap, Going Crit eve lets you one shot adcs if thats your goal.

this build gives me a VERY oppressive/heavy domination start for level 2-10 ganks, dropping off at around level 8 against most champions.
the trick of going ap is you Need to level Two (or 3) gank top and mid the goal isn't so much to Kill but to Injure so you can get them later (blow the flashes)

Typically eve is a 3 seconds in 6 seconds out champion first strike/run is just to injure, second strike is to kill.

For example, I knew lucian was going in, I knew the Gp ult was up, and I knew if I didn't take those Ults/abilities by faceplanting my team couldn't win.
so I Initiated the fight and Took as much of the CC as I could. Reksai Ulted in and took the Annie cooldowns, The GP began to ult, so I had two choices be Bait and pull back so they would greedily chase through an entire Gp ult, or just Run away, Jinx was cutting us off, and to maximize my Kills I had to Focus Annie, as I knew that Leo/moakai Did not have the mana to fight, and I wanted to keep it that way. This is an example of the tiamat build.

You need to do R > Proto > W(optional) > AA > E > AA >Q spam. You should have TL/Lichbane procced with the 1st AA.
