Right now it equals 7.5% cdr, and that was okay before they swapped out all cooldown reduction items with a 10% base.

So scaling should be 20%?

Honestly, I bought 9 scaling CDR glyphs to get 15% CDR to go with the 5% CDR mastery.

Now the new CDR mastery gives 5% additional cap. Then they also changed Lucidity boots to not give 15% CDR. So there's nothing to pair with that 5%. I've changed all my rune pages to 6 scaling for 10% now because of it - those 3 extra glyphs feel like a total waste.

You use 9 CDR glyphs (7.5%) and 1 CDR quint (2.5%) to get 10%.

I always thought it was a bit weird how you had to mix and match CDR glyphs and quints. But it is possible to come out with 10% and changing them at this point would require a lot of other rebalancing. I think Riot really needs to focus on fixing the support runes (gold income and experience). Gold income is completely useless now and experience isn't fairing much better. Personally, I think they should combine the two into one.
