The tale of Helmet Bro is a long and tragic one, filled with multiple, agonizing deaths. Each time he's cut down, impaled, eaten, stomped on, disintegrated, or what have you he's forced to rise again, 
his life force refusing to give out.
In all seriousness though I think Helmet bro should be a champion exclusive to custom games for testing purposes as a sort of sandbox, crash test dummy character. It'd be pretty cool to see him put in the game like that without actually hurting the game's health. In making a custom game we just add one more little check box to click asking if you want to allow Helmet Bro.
They should make Helmet Bro the ultimate noobie champion. Give him a custom shop item that would literally change how he plays! If you buy him a cross-bow, he becomes a Marksman, If you buy a Sword and Shield, he becomes a Tank If you buy a Battle Axe, he becomes a Bruiser If you buy a Magical McGuffin, he becomes a midlaner If you buy a Support McGuffin, he becomes a support
Design him so he has different skills or skill effects based on the class he chooses at start through the shop. Give him to all new players for free!
You forgot about the evidence of him in every match we play.

The helmet bros worship the mighty Arclight Vel'koz and they think he's using his eye-beam to take them to heaven, but really they are being teleported to their various horrible fates.

Things to notice.
First picture below the imbedded video, there is a line of Helmet Bros going up the steps. In Talon's splash, Helmet Bro has a darker shade of skin, possibly this one is black? Not sure. In Cassiopeia's splash you can see three Helmet Bros, several more are buried in the sand. In Darius's splash, it isn't actually Helmet Bro whom Darius has just killed.

so kogmaw is actually a raptor. theres a mini raptor in there and also a helmet of helmet bro which is also in the same place in game. or maybe kogs just greedy and ate the mommy bird too

Um, he is a none playable champion. How else do you explain him always being killed and yet comes back to get kill again? He's been feeding the enemy team the entire time!
I will always remember Helmet Bro.
No matter what happens, what he goes through, he is always there to pick his helmet back up.
He is was the first champ, the first pick, got the first kill, and the second death (CURSE YOU!!!

He barely survive, and none other that this was tested on has.
He's had many adventures throughout Runeterra and has met many "ends".
But no matter what happens, Helmet Bro simply sighs and pick up his helmet, sets it on his head, and remembers.
Remembers the death of his mortal brother.
And those who never got a chance to revive, and those who may never get one.
He then stares into the sky, be it dusk or dawn.
And walks off...
And so we remember Helmet Bro not only because of his immortal soul,
But also for the immortal bravery and resolve it takes to be him.
