People who dodge at last second should have to wait much longer
Title. It's pretty clear that if someone dodges at last second they are intentionally trying to waste people's time.
Therefore, they should have to waste their own time as well.

Or they can just be contemplating if they want to dodge? Or waiting to see if someone else will bail out first?
How can you say they're intentionally wasting your time?
What they are doing is hoping someone else dodges first so they don't have to.
Also, how are you going to differentiate that from DCs?
You can't really do much about this though. Why should people who dodge at the last second be punished more than just normal dodgers, even if both are doing the same thing?
I get a lot of trolls in champ select, had someone not dodged, I'm fairly sure I would've.
People dodging are saving us from 20 minutes of time being wasted.
The issue is that this would target a lot of people who are not dodging to waste time, but for other reasons. Maybe last minute they get called to do something, or they're waiting to see if anyone else dodges, or what if they're having simple lag issues with the new client? You simply can't know, which is why all dodgers get the same penalty.
Really, it's CLEAR that I'm just dodging to waste your time because I waited till last second? Maybe I'm thinking about the team comps and our chances of winning and whether or not I think I can carry with my champ or checking stats of our carry champs to see if they're really even capable of carrying. Maybe I'm hoping someone else dodges before I do so I don't get leaverbuster. Maybe I'm deciding on my runes and masteries and our team doesn't look that hot so I just decide fuck it and dodge because I'm running out of time and Im not too hopeful in the first place. I've never once thought, oh this guy only dodged to waste my time. Like, what kind of victim mentality is that? You think people are just out to get you and waste your time a lot? You should try to lose that mentality.
Dodging should scale with time left. If they dodge at the first second, it should be only 2 minutes. Dodging at last second should be an upward of 10-15.

, then you better believe that I'm dodging and I'll wait till the 2 second mark because I've tried at 1 second and it didn't work. I do this to see if someone will dodge first.
So I just decided to play draft normals and check if the 10 bans have arrived yet. What I get is a person who picks kindred jungle and takes heal, we all spam him to take smite and he says "no, kindred is adc" . And what the fuck do I do then, obviously I have a mongoloid on my team so I just wait untill the last few seconds and hope that someone else dodges, if they dont then I do. Its not my intention to waste time in any way. This is why we need a lobby report system, some people just arent ready for PvP or they troll in champ select.
