Cho'gath needs some looking into

Please fix his new E, it is absolutely BONKERS in lane and offers very little counterplay. Auto-attack bonus range, a slow, 4 second cd at max ranks, base damage, scaling ap damage, AND scaling % health damage is WAY too much. He's already got a strong amount of health that allows him to prioritize defensive stats, this new e is too much... it's essentially a perma slow once he gets the ranks in it.
