Most AP casters require Sorcerers in order to one shot the caster minions, making Lucidity a non-viable choice unless they're already fed. Without Sorcerers, the caster minions are left with <20 health, just enough for any hit from your minions to kill them.
Can we bring the caster minion's health down by 15-20, so casters who want CDR can actually afford to build it without having their CSing capability destroyed?

You leave the caster minions with such little health that your own minions can deny your CS.
. Because its not MR penetration, it's straight reduction.
