Are you talking about not banning and letting the timer run out, or actually just selecting "none" as their ban?

What's the matter with someone choosing that they don't want to ban a champion? If they forced those people to still ban then they'd just pick something troll, most likely. Besides, you still get to ban the champion that you don't want to play against. I remember watching a lot of high ELO streams and people would just ban Aatrox since he was the first champion alphabetically.
