... the problem with his old Q and W is that they dont have HP scaling.

Can we turn shen into an actual tank by giving him HP scaling on ALL his abilities?

Q does %HP damage base on the enemy health. If we add Shen HP on top of that...no one can fight him.

So his new passive and his E now scale off of his health. His Q scales off of enemy health and his ult is just ap. Seems legit
