Why can't we report people in pre game lobby?

If we had this option, then so much could be fixed no more hostage situations in lobbys

have a report option there and if you get so many negative reports with backed up evidence such as the chat logs, you should be put in a "Ahole" priority queue where these people are queued with others of their kind, as well as being unable to play ranked until they show that they can not terrorize other players in champion select
