Pantheons Passive blocks an ability or auto... He's not dodging it he's blocking it idiot

nobody has right to complain over that than Renekton.

You can consume his Ruthless Predator, take 0 damage, dodge the stun, and put it on cooldown with a well placed flash.

I'm not even kidding you. Completely negates it, negates its stun and negates its damage and denies it, putting it on cooldown The only thing it can actually catch is something like tristana's dash and they'll get to their destination anyway.

Can you name any other ability in league that goes on cooldown without doing its effect or any damage whatsoever when it could only be spent by making contact because the opponent flashed?

There are other "Woooow" interactions outside of that to.

Quinn's face-check kick gets put on CD and costs mana even if it's immediately canceled by a minor displacement effect, like Dravin's Stand Aside or Vi's dash. No damage, no space created from an opponent, no slow, just sadness.

Also: Nami's Tidal Wave vs. a point-blank Yasou's Wind Wall. Lots of other things vs. Wind-Wall, but that's probably the most painful.
